I suspect access may be limited to those with suites on that floor, but that's just speculation.
Ok been there....
before I departed I sent a mail to guest relations asking for a room with the view of fireworks. GR replied and advised that I would indeed get a room with "Pennsylvania avenue" view. Upon arrival I received room 1433 which is corner room on 14th floor. room is "Г" shaped with 3 large windows in the living room. i was able to see Capitol looking left, Lincoln memorial looking right and Washington memorial (as well as DCA airport) directly in front of me.
As Fireworks were located in between Washington and Lincoln memorials I was able to see it all from any of the room windows.
Pity (but expectable) they were distant second to New York's.
Lounge is indeed closed in the afternoon Jul 3-5. Blzarrely, it was open FOR EVERYONE (i.e. door was unlocked and notice on lounge door said "Open for all guests") for breakfast Jul 4 and 5 - imagine crowds! Luckily not everyone found out and one still was able to have breakfast.
Balcony on 12th floor is fantastic, but only rooms that face Pennsylvania avenue have access to it. On 4th afternoon there was large private party in Presidential suite (right in front of my windows).
