I'm not sure if that would work for APD purposes. E.g. premium economy on several airlines (BA, VS, NZ) gets hit with the 'non-lowest-class-of-service' APD. Though I wonder what UA E+ qualifies for - as you get an automatic 'upgrade' as UA elite, or you can even buy this online.
