Don't see how, as wouldn't a change fee be functional to a change in base-fare? This doesn't appear to be a question of base-fare (
H/M -> A/DL?), this appears to be a question of fare flown (
A for DL, H/M for NW?).
It would help greatly if we knew the original base-fare. OP... have you found the DL base-fare yet?
