The blue sleeves are also used for pre-boarding by those of us who need to buy two seats due to our size. It doesn't take me any longer to get on the plane and get settled (or get off the plane for that matter) so it may not "look" like I need to pre-board but that is the way Southwest has set it up for their COS.
