There are quite a few threads on this.

Top tier Platinum does not guarantee you Executive Floor privileges with Priority Club properties. Having said that, some properties do upgrade. I regularly get upgrades at Crowne Plaza to Executive Floor in Canada but have not had such positive experience in other countries. Very hotel specific.
