Yes you can call CX, mostly they will sort out your refund and redirect you to their Accounting department in Canada, I waited for 3 months until my refund returned, I even have friend working in the ticket office the track my ticket status, sometime they just want to keep your cash longer.
Do consider the inconvenience you may have during the frustrating change class, wait for the refund. If the cheap cost worth what you do, go for it and book the cheap seat now, seats go quick at cheap price.
just a slide note: My TA said ticket to PVG is going up all sudden because a possible Solar Eclipse going to happen in 2 weeks?

I'm ok with the refund taking 6 weeks plus. I'm wondering what the minimum time to cancel and get the new ticket is. Can I do this, let's say within 3 days of the flight?
This is through a travel agent - I wonder if they have any restrictions..?
Do travel agents get a cut of the fare - so, for them, there's no invcentive to cancel a more expensive ticket for a cheaper one..?
