I will give my opinion and say that I would guess it depends on which hotel you are staying at whether or not you will receive points. I have had two priceline stays in which I charged incidentals to the room and although the stays posted to my account no points or stay credit was given (the totals of the incidentals were listed, but the points were listed at 0).

That being said, on both stays I was upgraded to the Towers level at the hotels.
