I believe not, because in order to earn points, the restaurant charge would have to be placed on your stay folio. If you are not staying, you would not have a folio.

Also, if you are paying for the meal with your HH credit card, you will probably only earn miles at your normal rate, instead of at the Hilton rate, since the charge will likely be placed in the name of the restaurant, rather than in the name of the hotel.
