The local security officer makes the rules using "better safte than sorry logic". Many Govt agencies do not restrict cell phones with a camera, but contractors do. On one occasion, I wet to IDA (Institute of Defense Analysis), a Congress funded corporation that evalauates various defense platforms, and asked them if I should leave my cell phone with reception as it had a camera, they looked puzzled. They saw no reason why I could not take the cell phone with me.
Aside from the "business-oriented" Blackberry option, another choice is to just use a normal phone and buy a case for it that covers up the camera. Then just "forget" that you have a cell phone with a camera on it when asked.

Any agency/company that's serious about security simply won't allow you to bring in ANY cell phones or other portable electronics, and will use metal detectors/x-ray/etc to enforce that rule. If they are just saying "no cell phones with cameras" and not following up with any sort of physical search/enforcement, they clearly aren't serious about the rule.
