Some other airlines, mostly in Southeast Asia, have such a policy, such as TG and SQ. In my experience TG is strict about this, SQ less so (and they have a downloadable release form to get around it, although outstations are mostly unfamiliar with it).
This seems to apply only to own-stock ticket; SQ didn't blink with a BMI 236- ticket I had issued for a friend flying solo on a SQ flight.

IIRC AF has a similar stipulation on tickets bought on their own site, but has never enforced it.
