I realize that it should be intuitively obvious, but just in case it isn't, Galleries Arrivals is restricted to passengers arriving on a longhaul flight. It cannot be used by departing passengers.*

*Exception: It can be used by passengers in transit from a longhaul flight, but they must clear customs and immigration to do so.
