There is a big difference between "actual subsistence lodging" and CLA. If I were you, I'd check again and this time specifically inquire about CLA.

That may be true, but FPLP has contracted properties in 77 locations across the country, and chances are, if there is no FPLP-approved property in your area of government-related travel, there would be no "upscale" properties charging more than per diem government rates there either...
