I remember there was no security at Ballina airport in Aus too but that was a couple of years ago.
There are quite a few airports in both NZ and Australia which do not have any security. Just walk from the "terminal" to the aircraft and off you go.

Well, kind of random. Every time the person has time and sees someone packing a laptop this person will be called upon. It is not a random pick per se (they normally only people with laptops) but it is random in the sense that it depends on staff availability and the number of people packing laptops at any given point in time.
