IIRC a couple of years ago an unsealed (or the seal was faulty) aerosol can 'leaked' on a flight (maybe DJ?), causing a strange (and alarming) odour to permeate the cabin, and I think the checking (to ensure an adequate seal on the can) was introduced in response to that. I'm not sure it happens at all airports...I know it does at MEL.
