I concur completely. The issue isn't red-eye or not red-eye, but rude and intrusive adult. Kids are kids and do what they do, and it's certainly not my place to instruct anyone else's kids. I would treat the situation exactly the same as I would if it was an inconsiderate adult causing the nuisance -- call the FA and insist that he/she deal with it.
