Are all BA tickets billed from the UK? [A question about CC foreign transaction fees]

About a month ago, I purchased a ticket on the US version of BA.com, for a one-way flight originating in NY.

The ticket was priced in USD, and the receipt says the ticket was issued by "British Airways, USA." Yet, when the charge appeared on my (US based) credit-card, the merchant was listed as "British Airways, GB," and my bank charged me a sizeable Foreign Transaction Fee. When I called the card-issuer to querry this fee, they advised that all British Airways transactions attract this fee, as the main billing is done through London. I find this very difficult to believe, and I was just wondering if anyone here has had a similar experience?
