LGA-JFK is a short taxi ride; most of the day it's 15-20 minutes tops. With traffic that could double, but you would not be there at a high traffic time if your JFK departure is around 5:30pm. Throw in half an hour for baggage claim, and from zero up to 10 minutes for the taxi queue at LGA (again, should not be an issue at your time of day), and you should be at JFK checking in within an hour of landing at LGA, probably within 45 minutes. Personally I would book for an LGA arrival around 2pm and leave some slack.

EWR-JFK I would not mess with, personally. The landside ride would be considerably more expensive and longer, at 45-50 mins with no traffic.
