That is an interesting story, but not shocking. I rented from Avis in Antalya and had a very nice experience -- clean car, full tank, good service. YMMV.

Did you try to refuse taking the car, or insisting that they added the gas themselves? The customer often has a fair amount of leverage negotiating at the rental car counter.
