Yeah, the Cardinal is the second worst performing train behind the Silver Star at 61.5% and 60.0% respectively. The Silver Meteor follows closely on their heals.

However, had you elected to take either the LSL or the Capitol, you'd have done much better with OTP's of 84.9% and 88.3% respectively. And for a train that used to be labled the Late Shore Limited and the Late For Sure Limited, 85% is pretty respectable.
