Use Dividend Miles for Travel on Air Canada?

Hi,

I was trying earlier today to use Dividend Miles for some flights on Air Canada (neither US nor UA fly to the specific destination in question).

Air Canada had a bunch of open mileage/award seats (via their website) that would have worked, so even if they restricted some of them from US, there should still have been some that would have worked.

Here's the thing:
The reservations agents did not seem to know _how_ to use US miles for partner award travel on Air Canada. They seemed to think that this was impossible to do. I called twice, and both times got an answer along those lines.

I did a search, and Air Canada is still listed as a *A member airline ( http://www.staralliance.com/en/meta/airlines/AC.html )

Does anyone know if the agents are right? Is this impossible to do, or did I just get a series of bum agents in a row?
