Since the number of passengers was lower than they were hoping for, they have been gradually cutting service and frequency for stations on that route. So if this arrangement is still in effect, San Mateo County is responsible for the higher fares and surcharges on this part of the system, I figure.
It's not. BART made another agreement with SamTrans that BART would now be paying for ops down south and that's one of the reasons that led the cut of direct SFO<=>Millbrae service. On the plus side they did increase service to 2 lines.
