TATL now permissible on *A awards to Asia?

For ages, IIRC, one could not use a TATL flight on a *A award to Asia. (say, IAD-FRA-BKK).

Current chart has no such notations. Has this changed? For someone home based at IAD, this could be quite good. Also, If a TATL routing is now permissible, can one have a *A award to Asia that has a TATL outbound and a TPAC return? Or am I getting greedy here?

Last, on a scale of 1 to 10, and accounting for *net blocking, what are the realistic chances of getting Y and/or C seats?
