You might be required to purcahse a new seat reservation. Last time I checked it was about 5 Euros.
You are NOT required to buy a seat at all Frankfurt-Cologne. However, sometimes trains get full and worst case you´ll find yourself standing in the aisle but that´s really on rare occasions only.
