It's correct, C has privacy screens (I call them "snore protectors"), while F hasn't. That's why I avoid even an opup to F on all costs, when I can get a C-seat in the nose of the plane. Additionally, the nose section is quieter than the upper deck, as there is no disturbance of traffic and no galley just behind.

Any seat in F on the 747 is better than the regular C seat - even the highly desired seats in row 1.
On my FRA-BKK commute I can easily get 8h of sleep in the F seat.
