IANAL, but would guess a case involving maintenance would depend on who was responsible for maintaining the jetways. That could be the airport or airline, depending on the airport.

Positioning would be the employer of the person doing the positioning.

Of course, in a lawsuit the plaintiff's attorney would name anyone who had any link to the accident, no matter how tenuous, as a defendant.
