Legally the price on the shelf is an invitation to the customer to offer a price, the shop etc then can accept the price or refuse the sale. They do not have to sell at the wrong/lower price. Most do for P.R. reasons
... and the fact that, as others have said, it is a criminal offence for a retailer to display a misleading price.
