Let's face it, most people don't need extra legroom. They need extra width so they won't have to touch their neighbor of fight with him over the armrest. Any premium economy service which offered this would empty the business cabin pretty quickly.
I guess you are not very tall. Extra legroom is a must for many people. As for cannibalizing business class, well different airlines have different strategies to dealing with that.
