I don't think that you were being given the run-around. Cleaning vouchers clearly state that they may be redeemed at any Air Canada ticket counter. It is entirely possible that the MLL's do not keep any petty cash on hand for such expenses/reimbursements.
Just simply stop by the ticket counter at YUL/YYZ at your convenience.
This. I would never have expected an MLL to have cash; they don't sell anything there. The airline isn't always out to screw you, OP.
