if i were to make a guess, i would say that this means that your reducer does not have sufficient information on other credit lines that you have with other banks.
Perhaps, you have a number of cards that don't report a limit, so this credit provider is skittish about you as a risk factor beyond any question of income?

note that you did say any idea, not the right idea or the true basis for their comment.
