The RCC is after the security checkpoint. You will need to go through security screening to access it, which means the TSA screeners might forbid you from entry since you aren't flying out of Terminal 7.
With seven hours to kill, you can always ride the train or subway into Manhattan, assuming you don't have too much luggage with you...
