Did you try both? The physical address is the same. Try sending a letter with return receipt. Write a letter that cannot be ignored. Mention BBB only in the second letter if the first one gets ignored.
I once had good success in a warranty issue (Antec computer power supply) only when I threatened them with two things:
1. A lawyer.
2. Posting a scorching comment on Newegg.
In this case you could threaten to post scorching reviews on all major luggage outlet sites as well as on FT and other travel forums.
If they are not completely ignorant, they will know this can cause them thousands in lost revenue.
