Obviously the OP would need to get citizenship before he can get a passport (and I always understood him to mean "citizenship" when he was talking about "passport").

However, unless the OP has recent European ancestors from a country that will grant citizenship based on ancestry then he is not likely to get citizenship in any EU country. You don't get citizenship by simply moving to a place and saying "hey, I'm here". I suggest the OP reads up on the rules and requirements before making any further plans.
