While I agree with ColumbiaPete that the bottle is intended to be used on a per glass basis, I have to say the answer to your question is YES! I have definitely finished a 1.5 liter while visiting a lounge (it doesn't take very long if I'm thirsty).

I also agree with Beckles and think the reason for the policy is obvious from a revenue and perk protection perspective.
