-To take a passport photo for an infant, spread out a plain blanket on a convenient horizontal surface (e.g. the floor), place infant on back on blanket. Stand over infant pointing camera down and spend several minutes making noises until you have a photo where they're looking at the camera, both eyes are open, hands aren't in mouth, etc.
-There are extra requirements for getting passports for minors. Be prepared.

i did something similar. we got our son a passport at about a month old, just after we got his SSN. he was in a particularly relaxed mood on the changing table one day, so i snapped a few pics.

i used photoshop to get it to the correct size, but i think that picasa has a passport photo utility and there's also http://www.epassportphoto.com/ to get it to the right size.

we got the baby's passport in about 10 days with normal processing
