I'd look into flying out of either Columbus or Cincinatti. I've done perhaps 5 Portland to Dayton round-trips, and Dayton is usually the most expensive option. Flying on Southwest out of Columbus is typically cheaper, and recently, flights to/from Cincinatti have gotten cheap. For my most recent trip about a month ago, Cincinatti was notably cheaper, which never used to be the case.
