I've had no trouble redeeming a voucher by mail when the other person travelling has the same last name as I do. Otherwise, with those having different last name, I've been told to bring it in to the airport.
I have been given an option to send in the voucher along with a copy of the DL of the person to whom the voucher was issued as proof of transefer.
