Cebu Pacific like many airline portals in the Philippines have been plagued by either credit card fraud or inept programmers. Anyway - I feel your pain. None of my US based credit cards work. I just simply gave up but I did find that my US issued VISA debit card works fine as well as my Canadian MasterCard (I have this card flagged for Global Purchases).
