If you're buying a PayPal top up card, you can do so by paying by PayPal and using your AmEx card to fund the transaction An oddity is that you will be charged in $ and receive a refund of the $/£ exchange rate difference. This has worked in my favour, but can presumably go the other way depending on exchange rate volatility.
