The passenger can go complain to the LEO just as the TSO did. In no case is the LEO required to act - that's the LEO's decision. The TSO can only call, just like the passenger can only call. Neither can compel action.
The same rules ought to apply to both parties. Either both incidents are cause for further "sanctions", or neither are. And I'm not sure I care which way it's resolved ... as long as both parties are treated equally.
