It would be illegal to serve leftovers that went out and circulated or were on the buffet, but if they made extras that never left the refrigerator or kitchen and the supply at the event never needed to be restocked then I don't see the harm. I don't know how a guest would know for certain they were using leftovers and which kind of leftovers they were.
