Are you sure about this part specifically? My understanding was that they are reselling the Verizon DSL infrastructure, in the same way that they are with the FIOS service. On this basis they would be using the normal Verizon DSLAM and there would be a handover (NNI) into the DSLX network somewhere further back into the Verizon network.
You are correct on the other points though, definitely.
