He isn't actually faulting the pilots, but rather the aircraft design.
Which is of course why I raised the issue. There isn't much that can be done about pilot error (except for avoiding regional carriers that hire inexperienced pilots) but there is much that can be done in terms of prevention if defective parts are found.
