I have the BofA Aeroplan Platinum Mastercard, and have had it since I arrived in the US in 2005. I've used it for all of my purchases on aircanada.com and aeroplan.com over the past 4 years - I usually make 10+ purchases per year, and they are always in USD at the time of the transaction as I select the USA as my country of residence when I log on. I've never had a foreign transaction fee applied to any of these purchases.
