CO definitely is very clever with respect to its handling of overbooked flights. I fly CLE-BWI/DCA often, and have noticed that when the BWI flights are overbooked, they offer a reroute to DCA with no compensation before they offer VDBs. This method usually works for them, in my observation.

Maybe they were expecting to find someone who could reroute (e.g., IAH-EWR-LHR --> IAH-LHR nonstop)? Maybe it would work for them.
Or maybe they wanted to find someone who needed more time in Houston.
