and from an elite's perspective the best outcome is no-one takes up CO on their offer (EUA rates would remain "normal") with the worst being every F seat is sold and no EUAs are performed.

Don't know which one is better, but the answer to the question "are there less EUAs now that CO is selling (as in actively promoting) upgrades" is yes.
