I couldn't tell you the last time I used a porter (read: never), but I don't recall seeing them either in international arrivals.
They do have proters waiting around the luggage belts with those larger carts, they do not have a specific cost per bag but I would expect to pay more for heavier bags since they do have to lift them, lets just stay I would comfortably leave $15-$20 for 4 suitcases (again depedning how heavy they are)......yes they are pre customs so she will have to just have to follow the porter, somtimes if they know each other (the customs agent and the porter) it works to your benefit....they will escort her to the taxi/car stands outside
