Just find this on www.avischina.com. FYI.

Driving in China Simplified

Driving in China can appear as being difficult. Additionally a Chinese driver license is mandatory. So it is very usual to rent a car with a driver. Nevertheless a recent change in regulation allows a non-national to drive a car with a temporary licence valid for 3 months.
A non Chinese national who possesses a residency permit can obtain a Chinese driving license valid for 6 years.
Avis is providing different service to help keep you on the road around China.
We offer car rental with or without driver as well as a license acquisition service.
Contact our call centre on 400 882 1119
Avis China is entitled by the Chinese authorities to help you to obtain a temporary or standard driving license.
Our staff will help you to gather the required documents and help you through the administrative process.

Also, I find the promo which may help answer OP's question:

Our Special inbound offer - Get the with-driver service free of charge.
Just show your airline ticket at the airport Counter or in one of our city stations.
Reservation is mandatory with AWD: P8106004.

Also found an interesting thing. Through US-based website(www.avis.com), I could find the rate under RMB 600. However, through China-based website(www.avischina.com), the rate with the same car type for the same period jumps to more than RMB 1300. (Both rates are without drivers as I could drive in China.)

Prepare to be told the driver will not standby all night. Conventionally, if your driver works for you for more than 8 hrs(including standby hrs), it's quite possible that you would be asked to pay for his/her extra working hrs. That means, in China, if you rent a car with drivers, you could only use your car for 8 hrs under the rate you pay, unlike the situation you are familiar with in US. If any exception, count is as a case of YMMV.
