SJU is "international" for the purposes of crews, because it is overwater (more than 50 miles out to sea).
Here is the breakdown, as I understand it:
DOMESTIC:
- lounge access (lack thereof)
- upgrades (e-upgrades usable on all purchased, published fares)
- mileage accural (on all purchased, published fares)
- FIS (lack thereof; documents not required)
INTERNATIONAL:
- marketing (front cabin is J, not F)
- crews (overwater)
