I always thought the TLV-CAI route was to a lesser extent political and to a larger extent to cater to the Holy Land tourists. I just don't see that many Israelis, even amongst Israeli Arabs, visiting CAI and the Africa side of Egypt. I reckon more Israelis visit the Sinai, especially those of Russian origin I think.
