I may be mistaken, but it's my understanding that the Fly America Act merely requires that you enter and depart the U.S. on a U.S.-flagged carrier. So, if you're on UA for the SFO-FRA-SFO legs, does it really matter if your on LH to/from BCN on that same PNR?
Ah, this is very helpful. If that's so, then you've solved my problem, which is great! I guess I'll have to go digging around to see if indeed I can just book the whole SFO-FRA-BCN-FRA-SFO under one PNR and still comply with fly america.
